To ensure the most cost-effective operation of fully functional building complexes, the CHIDAYA Building Services Section developed service packages in close co-operation with all staff and Client’s officials.  The packages cover services such as regular inspection and testing of equipment to ensure optimum and reliable operation. They also cover drafting of maintenance contracts and supervision work carried out.  In addition to this, advice is given on possible cost-effective system modifications, maintenance management, budgeting and training programmes in general.

This is a quality driven process model, the effective application of professional and technical resources, cost, profitability and risks. Simply stated it is a systematic approach to managing cost throughout a life cycle of a project or enterprise.

The American Association of Cost Engineers (AACE) defines cost engineering as “that area of engineering practice where engineering judgement and expertise are utilised in the application of scientific principles and techniques to the problems of cost estimation, cost control and profitability.”

Cost engineering is not confined to any particular industry or group of industries it has application through the business world, and for that matter the domestic world. Conceptualisation, implementation, management and finalization of projects without applying these principles discussed here can and often does result in financial chaos.

As registered cost engineers (CEASA) we are in a position to give and guarantee our clients the best of expertise in this specialised field. CHIDAYA has the full capability to perform cost estimating at any point during project design and at any level of required detail. CHIDAYA can apply current local construction cost data applicable to produce accurate estimates of cost and—given early planning data—can evaluate project budgets.
During design development, cost estimation often occurs in conjunction with constructability reviews and alternative studies, which are usually conducted at the 30, 60, and 90% design completion levels. As the design develops, estimate accuracy can be refined.

CHIDAYA has estimators with experience in all construction divisions and with up-to-date knowledge of current building systems and practices. We routinely use computer-based systems to facilitate the development of costs by component—such as labour, materials, equipment—by building system and by area or floor.

Our cost estimating capabilities extend into the solicitation and construction phases as well. We routinely perform bid evaluations, review of contractor cost breakdowns and estimates for change order work.
